No, this is incorrect. They started the survey, made changes to it while people were in the middle of taking it (which is a big no-no), then closed it prematurely so they could revise based on feedback.
So no, they're not fixing the survey "before they even start". The fact that they had to start, then stop, because their questions were so poorly worded means they did proceed too hastily.
