Well, because clearly, since racism is bad, only bad people are racist. Otherwise good, well-meaning people can't ever be racist, even unintentionally. And if racism is systemic, then it might actually take something more active than simply not joining the KKK to end racism. But isn't "not a racist" just another way of saying "doesn't use the n-word"?
