Yes, I find missing sidewalks strange. Jennfier's mom lives in NE Portland, and driving near her house I noticed several unpaved (gravel) streets, and several streets without sidewalks for a good part of it, and I asked Jennifer if that was the city limits, and they were in unincorporated areas. She just kind of looked at me like I was a moron and said no. I don't understand how you can not mandate sidewalks. It's only like 100 pounds of concrete, for Jeebus' sake.
