It wasn't clear to me either -- the NPR page indicated that they narrowed down from 5000 nominations to that shortlist, but one of the judges posted on Twitter about being concerned about how the judges were being represented: says they were only asked to rule on ~300 of the nominations, whether those fitted NPR's criteria.
