JMS always crooned about how great Katsulas and Jurasik were but, while I don't disagree that they were great, I always considered Biggs to be up there with them. His performances, especially in episodes like Shadow Dancing (http://www.midwinter.com/lurk/countries/us/guide/065.html) were so compelling and his Franklin always had this wonderful intensity and sincerity.
If this is for real then he will be sorely missed. =:(
